Staff Attorney Position - U.S. Environmental Protection Agency (New York)
The Office of Regional Counsel (“ORC”) of the United States Environmental Protection Agency (“EPA”), Region 2, is accepting applications for a staff attorney position focused on Contracts Law and Employment Law. This full-time staff attorney position is located in the Water & General Law Branch of ORC, in EPA’s New York City office. The position will be filled at either the GS-13 or the GS-14 level, depending upon the experience level and, for current federal employees, the current grade of the person who is selected. In 2010, the salary range for GS-13 employees in the New York City area is $92,259 to $119,935, while the range for GS-14 is $109,022 to $141,726 per year. DUTIES: The following are among the principal responsibilities of the Contracts and Employment Law Attorney.
Contracts Law. The incumbent serves as the principal attorney-advisor to the Region in the area of Federal Government contract law, responsible for rendering oral advice, written opinions and related services to protect the rights of the Government, ranging from normal daily procurement problems to highly complex and/or unprecedented situations. The incumbent will review actions of contracting officers in all phases of acquisitions, including, but not limited to, solicitations, justifications and approvals for other than full and open competition, appeals, bid protests, claims, and any other contractual actions regarding EPA’s acquisition program in accordance with the Federal and EPA Acquisition Regulations.
Employment Law. The incumbent will litigate claims of employment discrimination before the U.S. Equal Employment Opportunity Commission. He or she will also represent the Agency in appeals of adverse employment actions before the U.S. Merit Systems Protection Board or before an arbitrator pursuant to the Agency’s negotiated grievance procedure. This responsibility will include motions practice, witness preparation, brief writing and advisement of management officials in employee relations matters.
QUALIFICATIONS: This vacancy is open to all qualified applicants who are either current or former federal government employees. To qualify, an applicant must be a U.S. citizen, must have a law degree (LL.B. or J.D.) from an accredited law school, and must be admitted to practice before the highest court of a State, the District of Columbia or the Commonwealth of Puerto Rico. In addition, applicants must have at least five years of experience as a practicing attorney in the area of federal government contract law. Judicial and/or administrative litigation experience is strongly desired. Experience in employment law litigation as described immediately above is also strongly desired.
Applicants should be prepared to begin full-time employment with EPA by no later than August 30, 2010. EPA will not pay relocation expenses.
A background security investigation will be required for all new hires. Appointment will be subject to the applicant’s completion of a background security investigation and favorable adjudication. Failure to successfully meet these requirements will be grounds for termination.

The Customs Compliance Counsel brings extensive knowledge of global shipment Customs compliance requirements and is able to make well-reasoned business decisions quickly in a dynamic and complex environment. You'll join our Global Trade Compliance team to provide advice on importing goods based on your analysis of existing regulations. You'll also assist subject-matter experts, outside counsel and corporate auditors on risk assessment and in the development of new policies and procedures. Responsibilities:
- Develop and implement procedures for import compliance.
- Work with outside counsel and Customs Brokers to understand and comply with importing requirements worldwide.
- Participate in compliance audits, develop and conduct internal training programs, and assist in developing and implementing an optimal supply chain.
- Represent Google in interactions with US Customs & Border Protection.
- Provide advice based upon regulatory analysis for importing goods.
Requirements:
- JD required with a strong academic record.
- At least 5 years of industry experience working with US Customs laws and regulations.
- Experience developing a Customs-Trade Partnerships Against Terrorism (C-TPAT) program and defining compliance requirements.
- Strong project management leadership skills.
- Working knowledge of the Harmonized Tariff Schedule (HTS) and Explanatory Notes.
- Demonstrated ability to determine the proper classification of electronic goods.
